18 Dec 08 - New TLN
Amendment effective from 13 Dec 08
On the 4 December 2008 ACMA made the Telecommunications Labelling (Customer Equipment and Customer Cabling) Amendment Notice 2008 (No. 2). This is the second amendment to the Telecommunications Labelling (Customer Equipment and Customer Cabling) Notice 2001 (the Labelling Notice) in 2008.
The amendment took effect on 13 December 2008.
This amendment gives effect to a number of amended CE standards to allow for the deployment of VDSL2 services plus it incorporates revisions to existing safety, voice performance and circuit switched CE standards. It also introduces a generic category for Satellite services, and clarifies notes on compliance levels and application of standards.
31 Jul 08 - NZ MED Report
on Ultra Wide Band (UWB) NZ spectrum allocations and licensing arrangements.
The Ministry of Economic Development (MED) has released a report on spectrum allocations for ultra wide band (UWB) communication devices, following a public consultation process. The report summarises the submissions received from industry and other stakeholders, and outlines licensing arrangements to accommodate UWB communication applications.
MED will issue a General User Licence (GUL) for UWB communication devices in New Zealand on a “non-interference, non-protected” basis, derived from the European post-2010 framework, starting in September 2008.

17 Jul 08 - TLN Amendment 1
of 2008 originally due in July 2008 postponed until some time September 2008.
This Amendment will give regulatory effect to the following:
26 Jun 08 - EMC information
to suppliers booklet being revised
The EMC booklet is being revised and updated to incorporate the latest changes
to the EMC Standard and the EMC Labelling Notice. The updated version to
be published late 2008.
26 Jun 08 - RLN Amdt
introduced
Today the ACMA introduced an amendment to the Radiocommunications Labelling
Notice (RLN) which gave effect to the following:
 | A revised radiocommunications standard for High Frequency Citizen Band (HF
CB) equipment to reference the latest Standards Australia standards for HF
CB. |
 | A revised radiocommunications standard for In-shore Boating Radio Service
(IBRS) equipment to reference the latest Standards Australia standards for
IBRS. |
07 Feb 08 - TLN Amdt 1 of
2008 introduced
The Amendment:
 | reinstates acceptance of AS/NZS 60950:2000 until 31 Dec 08 (i.e. it
changes the cut-off date from 31 Dec 06 to 31 Dec 08). This
extension in cut-off date was required due to the delay in the publishing of
Amendment #3 to AS/NZS 60950.1:2003 which provides some relaxation of AS/NZS
60950.1:2003 requirements as they apply to a set-top box (STB) device; and |
 | corrects an error in the existing TLN Category "A25 - MobileSat
Terminals". This Category erroneously required compliance with
ACA TS028, in addition to ACA TS022 and AS/NZS 60950.1:2003. |
Early 2008 - Amendments 2 & 3 to AS/NZS 60950.1 should be published
by SAI in
the first quarter of 2008.

02 Apr 07 - The IEC published the IEV (International Electrotechnical Vocabulary) database on the web - FREE
Today the IEC published the IEV database of electrotechnical terms on a
independent website that can be freely accessed by anyone.
The database is known as "Electropedia" and can be found at www.electropedia.org.
The IEC describe this online database as "a free online compendium of
electrotechnical terms". It can be used to find an
internationally-agreed electrical, electronic or related technology term,
together with its definition in English and French or search for an equivalent
term in Spanish or German (when and where these exist). Terms in other
languages (Arabic, Chinese, Italian, Japanese, Dutch, Polish, Portuguese,
Russian and Swedish) will be added at a later date.
01 Jan 2007 - AS/NZS
60950:2000 & A1:2003 no longer acceptable
After 31 Dec 2006 AS/NZS 60950:2000 and AS/NZS 60950:2000/Amendment 1:2003 are
no longer accepted in relation to safety compliance with the Telecommunications
Labelling (Customer Equipment and Customer Cabling) Notice 2001 and relevant
amendments for telecommunications equipment.
Telecommunications equipment required to comply with safety requirements must
comply with AS/NZS 60950.1:2003 after this date.

Amendment (#3 of 2006)
Telecommunications Labelling (Customer Equipment and Customer Cabling) Amendment
Notice 2006 (No. 3) was published on 16 Nov 06 and became effective today - 23
Nov 06. This is the 3rd amendment published during 2006 to the
Telecommunications Labelling (Customer Equipment and Customer Cabling) Notice
2001 (otherwise known as the Telecommunications Labelling Notice or TLN).
This amendment introduces revisions to three AS/ACIF
standards that were revised to better address broadband, VoIP and
equipment classes for DSL modems that enable broadband services with extended
upstream bandwidth, based on Annex M to ITU-T Recommendations G.992.3 (8) and
G.992.5 (9). The three standards are:

 | AS/ACIF S004:2006; and |
 | AS/ACIF S043.2:2006 |
22 Nov 06 - ISO/IEC Guide
65 to be Revised
CASCO are presently calling for nominations to a new CASCO Working Group that
will develop a standard (ISO/IEC 17065) that will revise and replace ISO/IEC
Guide 65 - General Requirements for Bodies Operating Product Certification
Systems.
03 Oct 06 - NZ MED Merge
ESS with RSM
New Zealand Ministry of Economic Development (MED) Radio Spectrum Management (RSM) and Energy Safety Services (ESS)
departments join forces.
RMS and ESS will now both report to the same Group Manager, the existing
RSM Group Manager.
01 Sep 06 - New Australian
Body to Develop Telecoms Standards
ACIF (Australian Communications Industry Forum) was formed in 1997 to coincide
with the commencement of the ACA (Australian Communications Authority), formerly
Austel, on 01 Jul 1997. ACIF's charter was essentially to produce
standards, codes and other documents for use under the Australian telecommunications
regulatory arrangements after 01 Jul 1997.
Recently however, ACIF and SPAN (Service Providers Association Inc) merged to
form a new organisation and effective 01 Sep 2006, that new organisation will be
operating as Communications Alliance Ltd.
Communications Alliance Ltd will therefore now be responsible for all
existing ACIF standards plus the development of future standards under the
Australian telecommunications regulatory arrangements.
Hopefully however, this change will not greatly impact things from a
telecommunications regulatory standards point of view.

20 Aug 06 - Corrigendum for
IEC 60950-1 Ed 2.0 released
IEC 60950-1 (Second edition - 2005) Corrigendum No 1 was released a few days
ago. this Corrigendum corrects some editorial errors in the standard.
26 Jul 06 - Changes to the
LIPD Class Licence
Variation No 1 of 2006 to the LIPD (Low Interference Potential Devices) Class
Licence was gazetted yesterday and became effective today (26 Jul 06).
This Variation introduces the following changes:
 | authorises ultra-wideband short-range vehicle radar in the 22 - 26.5 GHz; |
 | increases the maximum EIRP to 100 mW for wireless microphones in the 520 -
820 MHz band; |
 | authorises RLANs in the 5470-5600 and 5650-5725 MHz bands; and |
 | reduces the minimum number of channels for wideband frequency hopping
spread spectrum devices in the 915-928 MHz band |
28 Jun 06 - New TLN
Amendment (#2 of 2006)
Amendment No 2 of 2006 to the Telecommunications Labelling Notice (TLN) was
gazetted on yesterday and became effective as of today (27 Jun 06). This
Amendment makes a number of editorial corrections plus introduces:
 | AS/ACIF S042.1:2006; |
 | AS/ACIF S042.3:2005; and |
 | AS/ACIF S008:2006 |
This Amendment also allows compliance with the combination of AS/ACIF
S042.1:2006 & AS/ACIF S042.3:2005 or ACA TS018 for Category A24 (GSM Mobile
Equipment) in the TLN and phases out ACA TS018 on 01 Jul 2008 (i.e. compliance
with ACA TS018 for newly introduced equipment will not be allowed after 01 Jul
08).
Unfortunately, the radiocommunications licensing requirements were not
changed at the same time. the licensing requirements still require
compliance with ACA TS018 and do not allow compliance with AS/ACIF S042.1 and
AS/ACIF S042.3. This presents a problem but can be overcome with a bit of
work.
22 Jun 06 - Australian RoHS
Type Requirements
The Australian Government, Department of the Environment and Heritage (DEH), are presently in the early stages of developing an Australian RoHS policy. They are looking at
the European RoHS requirements and have surveyed various parties on their views.
All indications at this time are that Australia may well introduce some RoHS requirements and that they would be in the context of electrical and electronic products and components. Furthermore, an Australian policy would most likely align any RoHS
requirements with those of Europe.
The timing for any requirements that were introduced would most likely be:
 | requirements introduced in 2007/2008; and |
 | phase in of requirements in the order of 2 to 4 years. |

12 Apr 06 - ACIF Publishes
AS/ACIF S008:2006 & AS/ACIF S009:2006
AS/ACIF S008:2006 Requirements for customer cabling products and AS/ACIF S009:2006 Installation requirements for customer cabling (Wiring Rules) were published today. The submission with the recommendation for ACMA to make AS/ACIF S008:2006 and call up AS/ACIF S009:2006 under the Cabling Provider Rules
is be sent to ACMA tomorrow (13 Apr 06).

The ACIF website also has companion guidelines for each Standard which provide the differences between the 2001 and 2006 editions of each Standard.
In consideration of the size of AS/ACIF S009:2006, ACIF has also released a new ‘A5 version’ of AS/ACIF S009:2006 which when printed, displays two pages on each sheet of paper to half the number of printed pages.
05 Apr 06 - New TLN
Amendment (#1 of 2006)
Amendment No 1 of 2006 to the Telecommunications Labelling Notice (TLN) was
gazetted on yesterday and became effective as of today (5 Apr 06). This
Amendment makes a number of editorial corrections plus introduces:
 | AS/ACIF S041:2005; |
 | AS/ACIF S002:2005; |
 | AS/NZS 60950:2000/Amdt 1:2003; |
 | AS/NZS 60950.1:2003; and |
 | Additional supplementary compliance documentation items for Schedule 7 of the
TLN |
AS/NZS 60950:2000/Amdt 1:2003 and AS/NZS 60950.1:2003 are now acceptable
alternatives to compliance with AS/NZS 60950:2000 up until 31 Dec
2006. AS/NZS 60950:2000 and AS/NZS 60960:2000/Amdt 1:2003 will both
be withdrawn on 31 Dec 2006 (i.e. compliance with these standards will not be
acceptable after 31 Dec 2006).
16 Mar 06 - LIPD Draft Variations Released for Public Comment
The draft variation to the LIPD proposes new requirements or changes to existing
requirements for the follow:
 | ultra wideband short-range vehicle radar systems; |
 | wireless microphones; |
 | radio local are networks (RLAN) in the 5 GHz band; and |
 | 900 MHz frequency hoppers |
